At the top bar where 1.32 Elements if flashing maybe have the link to "Now Hiring _____" That way more people will see the job, in case it goes unnoticed in the forum's news + updates section.  This will probably fetch more people for the jobs needed to be filled :)

If I am not mistaken, I believe (and am probably wrong) that the admins control that section of the forum. This means that when the council makes a job advertisement, they would have to wait on an admin to randomly come by one day. (see hiring of 6th council)

Yes admin's do control this section, but lately Xeno has been quite active, and he could possibly post it up.
