I know this exists since forever (or at least since I started playing). Many people are doing this, maybe just in case they win with AI to annoy opponent and/or to cash any :electrum he/she gains? I don't know, because I never use a sissy tactic like this, though I have encountered it billion times in PvP1 & 2.
