In the CI&A boards, there is a "Steal My Idea" topic for those who have an idea for the card but are too lazy or don't have the time to follow through with it. Therefore, they can post their card idea in that section and have somebody else take it, develop it, or tweak it and use it as their own.
Decks could do something similar, for those who have no time to test how good a deck is or if they simply don't have the drive to completely follow through with a deck idea. I've had a few moments like this myself, I have an awesome deck idea, and never get around to developing it. I eventually forget that idea and that's just a sad thought in itself
