Okay, so I've been designing card ideas on and off for a while, and I've really begun to notice that the current system for leveling up card ideas isn't very good. I don't mean to be bashing it, but it's pretty bad.
There are a few major problems I see with it:

-It's slow. It can take months for a card just to level up.
-It's biased. Many people simply vote for cards because of advertising, or because they catch their interest, not because they think it's a good idea. Also, many people vote for their own cards (myself included).
-It levels up cards not based on how GOOD the actual card is for the game, but rather based on how good it is compared to everyone elses ideas. IMO, we shouldn't draw a direct comparison between people's ideas like this.
-It's unpopular. Barely anyone regularly checks the crucible to vote for card ideas.
-It keeps what could be great ideas locked in a level too long simply because it keeps hitting second place again and again.
-Archived ideas can never reenter the voting process. Nvm,  they can.

These are the main points that I think make the system kind of meh. And it can be solved quite easily, too!

Just let each card have it's own individual poll!

Basically what I think would be great is that if in every card idea topic, there would be a poll with one option.

Is this card ready to move up to the next level?
Option= Yes.

Basically, all cards will start in the smithy. They will put up this poll along with their card idea. They can level up when they reach a certain amount of votes, say 5 for crucible, 20 for forge, 50 for armory, and possibly one more level with 100 votes.

For example:

Card idea 1 was made in the smithy. The poll is set up. After getting 5 votes, it gets submitted to the crucible. The Card Curator swings by to okay it, and after meeting all the existing crucible requirements, it moves up. It gets indexed in the corresponding sticky topic on that page. As more people swing by to take a look, more people vote for it. Once it reaches 20 votes, the creator submits a link to it in a sticky topic (Same as the crucible one now) to move up to the Forge. The Card Curator checks that there is indeed 20 votes on the topic, and if there is, moves it up. The same process is repeated for the armory, once it hits 50 votes, and possibly once more at 100.

This will, IMO, make the level up system in the card ideas section much smoother, and we can have a steady stream of candidates moving up instead of the erratic once or so a month thing we have now. It also means that once it's in the armory, people can continue to vote for it and we can see which ones are liked the most. Also, since there will be no more second placing, we can get a more accurate grasp on which ideas the community likes the most.

It may be a little bit hard to organize, but I think it would make the Card Ideas section just a bit better if you could pull it off.

I think you also forgot to mention that there is no guarentee any card that makes it to the end will actually be added to the game. At the end of the day, only Zanz will have the final say on any card and if he sees one in the crucible he likes, there's nothing stopping him from adding it to the game right then and there. Long story short, the making of cards is something the forum gets to do, but mostly for fun, IMO. Now if Zanz were to come along and officially atate any cards that makes it past whatever screening process is in place will go live in the game...

I know that.
I still think the system could be improved upon though, for fun or not.
Lots of people still take designing cards very seriously, and it is the most popular section in the forums.
If it can be improved, then why not improve it?

Oh, don't get me wrong, I to enjoy making cards, but most people that make or peruse the cards do so assuming X card may actually make it in game. Changing how the process works does not mean the chances the card one makes actually gets in game any more likely. More than anything, I would love to have Zanz pop on here and say "If someone wants a card to get in game, here's what I want to see done." and then we could build upon that. Else any changes done really are moot.
