Green should mean active not online.

I think you don't exactly understand what he's trying to say.

He means that right now that green dot represents who's simply logged into the forum page.
That means they could be afk, on a different tab/window, in chat, or many similar things, which doesn't tell you much.

He wants it to only show up if the user has posted in the last 5 minutes or something, so you can see if they are actually active and not just afk.

Correct. I just spent an hour looking at someone green dot thinking that it meant they were online and active.  I thought they had decided to just ignore me, turns out they were afk and not just ignoring me.

If you sent a PM instead of just replying in one of the thousand threads on forum, you would likely get a faster response. Being online doesnt mean looking at all threads at the same time.
