All of this can be done without any input from staff, aside from rewards for events. If you think you can get the demand for it, then give it a go. I for one am not going to stop people forming "clans" or other groups as long as it's not stirring up too much drama.I don't think you'll get much demand, though. I'm not really sure that the effort required to run this would actually be worth it.
