That is a point I have a different point of view. Just think about the whole card design board. 98% of the cards will probably never even be close to get into the game, yet certain people post 2 a day and they pick up comments/feedback in no time. I do not question what people enjoy putting their time into on the forum, but even the abortion thread has probably more activity than the complete event submission board.

While 99.9% of the cards won't get added to the game, there are also different things in place in the CIA that promote making cards. You can get points for higher ranked cards. There is a shown leveling up system in the CIA.

There is also a community in CIA, something which the event board lacks. Making an event is also quite less newb friendly as it will require constant refinement and dedication to it, while posting cards you can just do it and leave it. There is also that making an event is closer to doing something for the community, while making a card is more for yourself.
