I believe the balance of a card should not be based on a particular deck or strategy. Ghost and Nightmare are cards which are properly balanced (I suppose), but it is the combination of the two that is annoying, not the cards themselves.

The only potentially game breaking flaw I could see with this card is if a player plays Temporal Mirror just after drawing it.  Theoretically, that player could replay Temporal Mirror every turn after that and lock the game down completely.
