As OldTrees always says, rarity is not a reason for a card to be better or worse than another card.  I believe SoR is strictly better.  Perhaps if this could target permanents as well, it might have some use.  It definitely needs something to set it apart from SoR though.
I'm not sure of how much of an impact that would have on balance, but it sounds like an interesting addition to the card. Poll added, please vote.
