"When Suzaku is targeted, it generates [insert quanta amount]", then reduce cost and attack a lot, and you have a good combo card. Why? Because it is both a midrange attacker, a quanta provider, combos well with Immolation - provided the extra quanta generation it's something worth sacrificing it - and keeps the general theme of the serie. Of course, since it's going to be frail, I suppose generating a LOT of quanta is the best way to build this. For the upped, I'd even keep it the same except for the quanta generation part.

It's a sub-par creature, probably not worth the cost in most cases, right? Yes, but:
1) It's resistant to RT - you'll always be able to play it back, apart from denial.
2) It's
good decent mono immofodder, especially upped. Or SECONDARY immofodder, at least - it's not easy to play it first turn.
3) If not else, it's an attacker.
4) Combos very nicely with buffs. Chaos Suzaku might be a deck to fear, and it might be a revolution in light-fire duos (Archangel, anyone? That might be outright broken, though, I don't know).
5) Even if it's killed, it gives you enough quanta to get another creature on the field.
6) Since I suspect the ability to be a passive, non-lethal CC kind of works in your favor.
7) It would be nice to see the possible applications of this.
