As long as players can't PU an animated form, it should be fairly balanced I think. Since the immaterial status prevents this that shouldn't be a problem.

If one staff will absorb a spell cast from another, then all staves will need to be filled to cast anything from one of them. If staff-casting bypasses the absorption from other staves, then casting spells from your hand costs you a mere extra 2 while your opponent needs to cast several spells in one turn just to get 1 real cast. It would also be possible to PU an empty staff, increasing the strength of your lock-down.
