Ohh, I see. I didn't read clearly enough.
Hmm... so, for clarification, is the cost is still deducted? I'm assuming it is, because the spell is still played for the staff to absorb it.

I would assume so.
Note: Drain effects (Drain all  :aether) are part of the effect rather than the cost.
So you
Can absorb 2 Fractals in a turn
Can release 2 Fractals in a turn
Can't cast or absorb a Fractal after a Fractal has been cast or released that turn.

As long as players can't PU an animated form, it should be fairly balanced I think. Since the immaterial status prevents this that shouldn't be a problem.
Could make for some very interesting decks.

In a sense, these give the owner a way to store spells without clogging up their hand, for a nominal timing and casting cost bump.

If discard effects ever start cropping up, these would start to become quite valuable.
Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?

The remaining question is, how does it interact with additional spell staves? If one staff will absorb a spell cast from another, then all staves will need to be filled to cast anything from one of them. If staff-casting bypasses the absorption from other staves, then casting spells from your hand costs you a mere extra 2 :entropy while your opponent needs to cast several spells in one turn just to get 1 real cast. It would also be possible to PU an empty staff, increasing the strength of your lock-down.

Using the ability is an ability, it does not count as casting a spell and thus does not trigger other spell staves.  yes in general, if you use the ability each turn, your opponent will need to waste a spell each turn in order to get any spells to have an effect.  PUing an empty staff would be difficult, you would have to have it absorb a PU, and then use the ability on another empty staff.  thats 2 weapons, a flying weapon, and a PU.  4 cards for a moderate strength lockdown.  keep in mind, your spells can be absorbed as well, though thats usually easilly avoided by not usng the ability until you have cast your spells.  your opponent can also play a spell you can't use, like PC when they have permanents.
