NOTES:
When the ability Reservoir is used, it adds a counter on the permanent.
Let N denote the amount of Reservoir counters on a Dam | Hydroelectric Dam in play.

When Reservoir is used (so that N is increased by 1), there is an equal chance for each Water creature with cost ≤N to be generated, or that no creature is generated.
For example, if Reservoir in a Dam is used once, then N=1 and Chrysaora is the only Water creature with cost less than or equal to 1, so there is a 50% chance for each that a Chrysaora is generated on your side of the field, or that no creature is generated. Next, if Reservoir is used for the second time, then there is a 33% chance for each that a Chrysaora is generated, a Mind Flayer is generated, or no creature is generated.
Note that rare creatures (Arctic Squid, Nymph Queen) can also be generated. (I'm wondering about Flying Trident | Poseidon)
I summarized this relation between creatures' cost and probability in the following tables:

Dam (unupped)
N [/color][/b]
12345678910

In addition, when a Dam or Hydroelectric Dam is destroyed, then it causes a Flooding effect on the field which lasts for N turns.

I really like this one! Thematic and fun!
I don't think Flying Tridents should be able to be generated from reservoir.
It is the greatest mystery of all...

I like the idea of earth and water synergy.

But, why can dam produce creature?  (because I think that this is weird.)
And, why can dam produce aether quanta?? (another permanent that produce quanta beside pillars??)

Think of something like ...fishing?
Dam provides a place where Water creatures gather and live, ready to be brought on the field at your disposal. A greater reservoir enables larger Water creatures to live.
A more natural effect can be given instead, though I cannot imagine any.

And, why can dam produce aether quanta?? (another permanent that produce quanta beside pillars??)
It is thematically natural to think that a Hydroelectric Dam generates  :aether (electricity) and is an enhanced form of a Dam.
Also it is useful, since you can fuel Psionic Wave of an Ulitharid generated from the Hydroelectric Dam.

Why is the order of abilities different between the unupgraded and upgraded card? ???

It's cool and makes sense. Me gusta.

Why is the order of abilities different between the unupgraded and upgraded card? ???
Since the  :aether-generating ability of the upped one is independent of the following ability Reservoir, I wanted to put it before the description of Reservoir.
What I first wanted is the following order:

Generate :aether each turn.
:water : Reservoir
Chance to generate an elite :water creature. Cause Flooding when destroyed.

However, since the sentence "Cause Flooding when destroyed." occupied a little more than one line in the card text, I could not put the above description in four lines.
