I'm liking it :P but maybe it needs a damage nerf of -1 in both cards. no one would welcome a mass thunderbolt

You mean Lightning?

And you have to remember, the creature has to be frozen first. Freeze ranges from 1 :water (Freeze) - 3 :water (Artic Squid). Permafrost Shield and Ice Bolt are random.

I would take away the baseline damage, that makes this redundant with Thunderstorm.  The cost for upped doesn't need to be raised, just maybe make the unupped 4 damage vs frozen and the upped 5 vs frozen.

It's a good concept, and fits well in Water's idiom, just... keep it to frozen-only.  Man, this makes Permafrost Shield look even better...!

I also love how the colorization of the Firestorm picture looks so much like ice.  I've always felt both were a bit low-res-looking, incidentally, but it's a great fit.  Also a nifty avatar.

I don't know though. I included the baseline damage later in the development process so that it didn't feel as situational (it also felt more realistic). Freeze is already a good CC spell. I felt it would be rather weird to have an AoE spell's only purpose to be to combo with freeze - it would be a little redundant. (compare with Shockwave) Permafrost Shield is still too random.

I took the 125x125 version of Rain of Fire. Meh, I should have used the 250x250 version instead.

But situation is gooooood in this case and doesn't hurt your card at all.  Freezing is something water does very, very well, and many deck concepts make use of it.

Freeze is powerful but it's also temporary.  Have you used Permafrost much before?  Stupid question probably, but whenever I use it, I find the freeze effect to be very reliable.  Random, yes, but it doesn't usually take long for everything to freeze repeatedly.  You'd just wait it out and pop this card to seal your opponent's fate.  Freeze-shockwave requires a duo deck, I wouldn't call this redundant at all.  Especially since it's 1) not instant kill and 2) hits every [frozen] creature.

Anyway, most 1-2 health creatures don't have very high attack, and wouldn't be much of a concern with a shield out.

Yeah, but then only Ice/Permafrost could combo well with this spell. In the current version, it would still have some decent usage without an Ice/Permafrost. Frozen Squid and the spell Freeze would both help the spell deal more damage.

Taking out the baseline damage would also require a 1 cost decrease, too.

I was thinking since they can't dodge the Hail, you get a BOOM! HEADSHOT! scenario.

And no, damage should be fine.
