I'm putting a great emphasis on this: What if it worked like Liquid Shadow? "Target creature gains 'Fear' status. Previous skills are removed." <-- Is that too over powerful?
I think this has a fair opportunity to be an effective CC spell. Preventing players from buffing their creatures is critical. Quints prevent any targeting at all. Fear can be used to cut down opponent's creatures attacks. The unupped would be superior for this use, but the upped could be used to protect your own creatures and have more attacks with the full attack of the creatures.

Xeno, what are some options for implementing an effect that removes previous skills when added but is unaffected by lobotomy?
Edit: Including aesthetic signals like the momentum associated ability.
I see three options.
1. Fear status is gained, active ability is replaced with the active ability 'fear'. The 'fear' ability does nothing but is removed by lobotomy, the fear status is what the effect is based on, and cannot be removed by lobotomy.
Con: Confusing for the player. They would wonder what the fear ability does, and why the fear status isn't removed along with it.
2. Fear status is gained, creature is lobotomized.
Con: The lobotomization is a bit crude, unless you can make it fit into the theme (which it sort of does).
3. Fear status is gained, ability is replaced by a different ability like 'vampire', or whatever you choose.
Con: This adds a whole new mechanic to the card. Simple = better.
Out of those three, I'd go with option 2, or option 3 if you can make it fit thematically and mechanically.
