It would just be a weak creature that would gradually get stronger.  No need to spend quanta on upkeep or anything.  However, it probably does deserve a buff in stats...

especially for unupped. if it gained +1+1 without the drawback that'd be interesting.

When I first saw the card, I said "Wow!  That would definitely come in handy!"  I normally play a stall-based time deck, so there are a lot of turns where I don't play something, and if I had this card out, turns where I might voluntarily not play something.  But then I started thinking, "What would I actually take out of my deck to make room for this?"  I could make room.  It would be a cool card for me, but I think most decks, which focus on TTW, moving fast, and damage per quanta, would find the card entirely too slow when they can drop out a bunch of other alternative creatures for less quanta, and not have to slow down their game to let this one grow.

It gets major points for uniqueness, all the same.  It's just getting mixed reviews because you'd have to deliberately make a deck where this card could work, versus sticking it in an existing deck.

 :time isn't renowned for tough creatures but I think this needs at least some life buff. Not playing any cards to protect for several turns makes CC attacks more likely.

There is nothing wrong with the idea, but with the current stats, it can always be ignored. the effect is actually generally a weakness, not a strength. For example, suppose the creature had gotten up to 6 attack. Then losing a turn of damage would be worse than getting another +1 to attack (it would take 6 turns to repay the loss, which is too long). There is never a point where the effect is particularly advantageous. It takes at least 6 turns of perfect card management for this to be better than a 2 attack creature.

So if you want to keep the mechanic as it is, it has to be much more extreme, like +2 or +3 attack. Otherwise, you could remove the "doesn't attack this turn" clause, which would help significantly.
