This card inst a Shield you could play both together, but your opponent could have a shield too.

It's also an Earth card and can work hand in hand with Diamond Shield, no need to add Aether.  Think Earthquake/Stoneskin denial-stall decks.

A good balance of allow it to effect your creature too.  But than, you could also just use that time to save up and to draw up the card you want.

If it does not stack with Dusk or Fog how do the 2 work together with Sand storm?

The difference is Hatred always knows where it has to go, Love gets lost trying to work itself out.

The highest would apply.  Fog/Dusk thus only apply if Sandstorm isn't active, since even unupped it's higher than either.

Maybe lower the cost to 4 on the upped version.

Possibly.  But that's two factors in upgrade, and 60% dodge to 70% dodge is a decrease in incoming damage of 25% on average.  That's no small boost, and this is a stall card - stall decks often run high on quanta.
