Perma-destruction for another element?  I'm all for it.  The only thing I'm concerned with is elemental balance, which really doesn't have to do with the card itself.  I fear that time will be OP as an element with this card, but I guess that might be a completely different discussion.

it's a matter of compelteness.  theres a discussion about it somewhere in idea factory i think.  basically, every element should have at least some way of dealing with most threats, some threats more efficiently some threats less efficiently.  time already has most things covered, and is not the next element that needs perm destruction (id say life is) but the theme is just too delicious to pass up.

Costing the same as Deflagration | Explosion is fine.  Since the drawing can be a drawback and alternatively a sacrifice, it evens out.
Rule #1: The Captain is never wrong.  Rule #2: If the Captain is wrong, refer to Rule #1.

rewind has been done before, and simply copying it over to PC is kinda boring.  ive seen a few air cards that rewind permanents, and i think thats the element that effect belongs in.

What about this:
Temporal Erasure
"Return target permanent to owner's hand as a relic. Its owner draws a card."

Effectively destroy's their card and clogs their hand at the same time. But they get a new card as a consolation... unless their hand gets clogged :D . Makes it quite nice in a nightmare deck.
Alternately, you could make a clog-card specifically for this spell. That would open up a lot of other options.
In either case, it seems to give it more of a "time" feel for permanent destruction.
