The ultimate Entropy card. Basically an advanced unupgraded Pandemonium that triggers at the end of every turn, except it includes both beneficial and harmful effects. The effects from two or more Rain of Chaos do NOT stack.

Beneficial : Blessing, Chaos Power, Plate Armor, Heavy Armor, Momentum
Harmful : All effects of Chaos Seed and Pandemonium (Drain Life, Fire Bolt, Freeze, Gravity Pull, Ice Bolt, Infection, Lightning, Lobotomize, Parallel Universe, Reverse Time, Shockwave, Sniper)

Unupgraded
40% : nothing happens
30% : random beneficial effect
30% : random harmful effect

Upgraded
50% : random beneficial effect
50% : random harmful effect

I wanted to do field effect cards too..
I like it, potentially OP with stalls, but the 50% beneficial balances it out

Flooding is a card that's slightly favored to the user, since he/she usually prepares for the effect. Hence, although it affects both sides equally, it is more beneficial to the user and thus makes the upkeep reasonable. This card, however, literally affects both sides equally and neither player can clearly benefit from the effects. The card is going to be UP if there's an upkeep.

Though it follows the same logic, if you are putting it in your deck you are planning for it.  It would strengthen death and entropy's synergy even more.

Well kinda... but (unupped) Pandemonium already fits in that spot since it destroys both sides of the field. This card has a chance to buff the cards instead and has some risk if you expect it to destroy the opponent's field.

I'd love such a card SO MUCH because I play an Entropy/Aether deck focusing on Immaterializing my MONSTERS.
With such a card It'd be broken. And it's so cheap.

I vote as Overpowered. But if you guys wanna put it into the game, I'm more than ok with it.  :P

This would be hilarious(i imagine my opponent getting a mass buff while my creatures get rewinded, killed, lobo'd if they have a good skill or who knows what else). A question: where do the TUed creatures(pande has a chance to TU) end? Your side, enemys side, or the ones from enemy at your side and yours at his side(or there isnt a TU effect in this card)?

I think you mean 'Reign' of Chaos, as in chaos is ruling over everything.

Part of me wants to scream OP, yet the rest of me can't come up with any situation it's OP in.

Any thoughts on what sort of decks it'd be good in?
