The effect does indeed stack.

Read the notes carefully. If the ability is used on a non-upgraded pillar, it will become a Golden Hourglass. If used on an upgraded pillar, it will become an Electrum Hourglass.

I like this card in that even if most people may see it as PC, some people will use Time, and therefore will help them.

I did read the notes. I was referring to the card images, both of which say Golden Hourglass.

Well if it's stated that a Pillar creates a Golden Hourglass then it would seem common sense to assume a Tower would create an Electrum Hourglass.

But maaaaaybe that does need changing.  Based on the wording as is I could assume that:
1)  pillars refers to Pillars and not Towers or Pendulums, meaning only the former could be targeted.
2)  pillars refers to unupped and upgraded Pillars, which would then mean, based on the text, that both Pillars and Towers create a Golden Hourglass.

I think it would be simpler just to say that it turns into an Hourglass and let common sense do the rest, to avoid confusion.

If I said it turned into an Hourglass, then that would entirely skip over the 'golden' aspect of it, and it wouldn't really make sense.

That said, there are a lot of card text ambiguities in-game anyway. The true effects of these cards are learned by using them or, in the case of card ideas, reading the notes.
