The plan was for it to be a passive ability, thus un-lobotomizable, but it also leaves Bedrock vulnerable to being "stolen" by the opponent if the player doesn't play a Gravity Pull in time.  One way to avoid that would be to play both cards on the same turn.  Indeed, I haven't given very much of a reason to use Bedrock without the corresponding Gravity Pull.

So is there any plan for getting cards out of the Archive and back onto the books for voting?
