I think these cards are actually quite weak. They are a 2-card combo, and likely to screw your mulligan. If your opening hand has 1 or 2 of these, and no pillars, you are going to lose. I think the other pluses and minuses are a wash.

I'm not sure how to fix this.  If you allow them to be played without a target (for just the base quanta) then they become better than pillars. The upped would be ok this way since it would be not as good as a tower when played without a target.

The unupped might actually be stronger if it cost 1!

You can easily make this a very rare event.
However changing the upgraded to a "may" ability is not a bad idea.
