The initial cost I thought fair was 5, but when thinking on a strategy I thought that 6 was fair.

To get this card approved for the competition:
-You need to add the non-upped card table and image to the thread as well. (If your topic says Shard | Shard of Citizenship, wouldn't it make sense to include a card image/table for both the "Shard of Citizenship" as well as its non-upped form, "Shard"?)
