NOTES:	Who is Isol? Why is she making blizzards? Who cares? Here's a card with a really strange upgrade. I'm not sure what it's supposed to cost, but I'm simultaneously sure and not sure it's supposed to cost 1. Creatures are frozen for one turn.

Quite a strange upgrade to assign cost to previously free ability. Why?

Well, I wanted this card to cost 1. Problem is, I couldn't make it cost 1 because then it'd be OP.

So what I did was lower the cost of the upgraded as comfortable as I felt was doable, and then give the ability a cost.
