i dont really see what this has to do with the whole 'an object at rest tends to stay at rest- an object in linear motion tends to stay in linear motion'? in other words, why inertia for this?

From what I read the card is saying that all of the blocked damage coming in gets turned into random quanta. So if an Arctic Squid attacked either version 1 would be generated, but if a Giant Frog attacked the upped version 2 damage would be blocked, and 2 quanta would be generated. But unupped 1 damage would be blocked, and 1 quanta would be generated.

What would I look at to determine for myself if Inertia | Inertia (http://elementscommunity.org/forum/index.php/topic,34769.0.html) is balanced?
Find a standard: Solar Shield has DR 1 and converts DR 1 worth of blocked damage into  :light.
Note differences: The quanta generated is  :rainbow in your case.
Note differences: DR increases when upgraded in your case.
Find more standards: Titanium Shield | Diamond Shield and Shield | Tower Shield are good examples of DR increasing when upgraded.
Note more differences: The quanta gained will also increase in your case.
Note more differences: Hybrid quanta falls between Elemental and Random quanta in terms of cost.
Assemble the pieces.

Great Idea! Though I think the cost should be lowered so the generated quanta can accelerate your quanta generation.
 
I think the cost should be reduced to something comparable to the solar shield.
 
Solar Shield/Buckler: cost 3 :light/2 :light - absorbs 1 :light per creature.
