Except that it's still only a soft denial, not a hard one.  The choice is there for the opponent, they can either choose to make use of their extra card draws or not.  It's still only a single turn per use, the opponent still has an opportunity to play any cards drawn (unless locked out somehow, in which case they face other problems anyway), and they still have the choice of drawing cards past one or not.  And that's all coupled with the fact that the caster is using up a deck spot for semi-denial, meaning that it's going to require setup to get maximum use out of it.

Seems that I can say the card isn't UP. =D

In the beginning I didn't like the "all-cards-part". But I changed it to the poll result. But by now I really like it. I think this is what I will submit to crucible. What is left is the question: Are the card cost balanced?

Wasn't there originally a damage portion to the discard? Without that, I think it costs quanta or two too much. After all, you're definitely losing a card to make the other person *maybe* lose a card.

Edit: If you're looking to make it all fit, then word it thus: "Opponent must play or discard any cards drawn next turn. For each card not played, deal 5 damage."

I will try to explain it.

Impulse is for me something that instantly changes something. Just like a strong flurry that force you to make a side step.

In this case it's like an wind impulse that blows against you. And if you want to go on you have to put all strenght against it (play all cards drawn this turn). If you even want to be faster (draw multiple times per turn) you need even more power to walk against this wind.

My english isn't the best I know. But I hope I could show you my interpretation of it.

This obviously explores an atypical side of air. Air is however an element of the "must". You must breath or you die. In the same way you can not stop the wind you can only swerve it. For similar reason, Air is also an element of the "flow". Here it is about the flow of cards - you draw or you die.
I agree that it could fit elsewhere but I will quote myself as the assertive person I am:
[...] It might be better in an element which doesn't already have a denial card (with a cost reduction). Denial cards are Black Hole ( :gravity), Reverse Time ( :time), Earthquake ( :earth), Trident (  :water), Discord ( :entropy), Silence ( :aether), Devourer ( :darkness) and Nightmare ( :darkness). Air, Death, Fire, Life and Light do not have denial cards. Fire has a lot of spells (5) and Light (18) and Death (19) a lot of cards (also I don't think it could fit thematically). In the remaining elements, a life or an air version could be called "impulse" or "spur". [...]

I don't like it from a design stance. There would be no way for (the opponent) to ever be able to confirm if he actually played the card he drew or not other than the effect triggering. Keeping in mind that EtG is a card game it's probably a bad idea to design cards that do things you couldn't replicate in a real life card game.
First off, it would be easy to do this in a real card game.  It would just have the next card drawn be put into a different zone instead of into the hand (such as removed from game / exile in M:tG).  Second, it's perfectly fine for EtG to do things you can't do in real life card games, since being computer based is part of what makes it unique.  Exploring the possibilities of this medium should be encouraged in my opinion.  For example, you see relatively complex math with Catapult that wouldn't be done in cardboard card games.

That said, I don't think the card is good currently since it will do nothing a lot of the time, unless you play a Silence or rewind GotP first.
You can't really do lots of things in real life you can on the game such as FFQ/pharaoh creature spawning, mutants, chaos seed, and fate egg.
