Uh... card text is Grammatically wrong.
"All creatures now cost the sum of their attack and the sum of the ability"
but the example is "a 0|6 steam machine now costs 2 water"
2 water is just the affiliation of the original summoning cost and the price of the ability.
The true sum of their attack and the cost of the ability for steam machine would be 2 fire.
This -can't- be negated by sanctuary unless the opponent has sanctuary, and it would only be negated for the opponent. Typically with most cards, having sanctuary negate this would hurt more than help except in light mono's.
That's quite the nitpick.
The nature of the ability is a matter of interpretation in this case. As a Water creature, there is no reason for Steam Machine's cost to change from Water. Additionally, "the cost of the ability" explicitly pertained to the amount of quanta used. Not the type of quanta used.
Of course, if it is really an issue, it can be reworded accordingly. Provided a succinct rewording can be given.
As for Sanctuary... you're just saying that it can't be negated by Sanctuary unless a player has Sanctuary. I'm confused by the need to bring this point up.
