Yes it is. A passive skill is any skill that doesn't require input to activate, whether it can be lobotomized or not. I would say something like devourer is more of an innate passive, since every devourer has it no matter what. Adrenaline is a status effect.

There was a whole discussion of this and because the game calls them active skills not passive skills they are active skills.

Actually the one you call passive is another kind of active skill, and the passives are the ones that can't be removed by lobo (innate sounds perfect, but it's not the way it is)

Actually they are actives (both the ones with costs and activation and the ones like vampire and scavenger) and passives (not affected by lobo)

Anyways, the wiki called it Triggered Active (click), Non-triggered Active (automatic), and Passive (automatic and can't be lobo'd)
