Dear OdinVanguard, the truth is that the role of this card is mixed. It meant to be a cheap creature with low statistics (1|0, 2|0, 3|0, 1|1, 2|1, or 2|2) which can be used as a small attacker and it will also serves as a Pillar/Tower upon death. An ability which can link these two uses by helping both is welcome, that's why it possibly needs a Valour-style ability. It is good having a Otyugh to devour it in order to generate the Pillar/Tower, however as a neutral card this really needs a damaging-sacrificial ability which will make FS\FK playable in any element without using any tricks or combos.
With a sacrifice-attacking ability:
- FS/FK is 1 card combo: 1 quantum + 1|1 (or 2|2) creature + 1 Pillar/Tower + 1 turn delay (in order to be able to use his activated ability).
Without an ability:

has not other way to kill him other than casting a Lightning on it. That would make FS/FK a 2 card combo:
3 (or 2) quanta + 1|1 (or 2|2) creature + Lightning + 1 Pillar/Tower + no turn delay (the only positive thing)

has Shockwave, Owl's/Eagle's Eye ability and Unstable Gas as ways to kill him (all of these 2 card combo). So, we have:
3 (or 2) quanta + 1|1 (or 2|2) creature + Shockwave + 1 Pillar/Tower + no turn delay (the only positive thing)
8 quanta + 1|1 (or 2|2) creature + Owl's Eye ability + 1 Pillar/Tower + no turn delay (but only if Owl's/Eagle's Eye is already in play)
Unstable Gas is such a messy way that is effective only if you have multiple FS/FK on field and I am not going to analyze it.
