Interesting concept? Yes. Does fire need this card? No. Fire has already CC as it is.

This card idea wasn't based on a need.  But it isn't exactly pointless.  A cheap mass CC with direct CC that doesn't tread elsewhere.

Besides, where else could this fit?  I guess :aether if based off static electricity...

I can think of a few alternatives. Honestly, I think people just like to jump up and down anytime someone posts a new fire direct damage spell... While I have to agree it certainly has its share, fire is the element with direct damage most closely tied to its theme.
At any rate here are some alternatives:

Gravity, i.e. based off of gravitational sheering effect...
Otyugh decks would be even more ugly... not that they need help either though.

Light might fit... X-Ray or Gamma Ray pulse (light is just electromagnetic radiation after all)

Air could work, e.g. "Thunderclap"

Earth could do it to with a bit of a stretch... Avalanche, or Slam.

Ah. I remember glancing at this before, but not replying.

It's interesting that it's AoE, but 'specialized'. I think this area could be explored more. No matter which option the surrounding damage is (adjacent or all bordering) it won't go beyond one hexagon, right? The design fits the mechanic, and, not to be on the bandwagon, but I'm not sure I'd like this in Fire, because of the amount of CC. But I am curious as to how much this would replace Fire Bolt, as this card takes up a good portion of its niche.

If you do it on the third row of your field, does it cross over to the opponent's?

I agree :fire does not need more CC.  But this was not created out of a niche, but just for the sake of making a card.  It's out here and it enables a bit more messing around with psuedo-mass CC
