The idea itself is OK, but pillars generate quanta before this permanent takes effect usually...It activates at the end of your turn, before your creatures attack.
Just to be clear, it's destroyed when the effect doesn't take place, or just when a card cannot be drawn? Also, would it be total quanta, or would it work if you have one in every pool?When the effect doesn't take place. Total quanta.
Unless you plan out how many cards you play to keep the Efficiency going, it's not that useful. I think you're trying to make it perfectly efficient, but at the moment I think 2 | 3 quanta is cutting it a bit too thin. This means a Mark + Pillar is all you can make use of with this without destroying it.Note that Efficiency costs 2 quanta to play, which means you need 6+ quanta and zero play-able creatures/permanents/spells for Efficiency to be destroyed in the first turn. Having it survive the first turn already gives you a +0, like Precognition, and a Gravity card can't be better at gaining hand advantage than a Time card.
i would completelly change the card effect and make it do this:If you want to propose a completely different card, make your own thread.
"at the end of your turn, if your :gravity pool has less than 3 :gravity quanta, redirect up to 3 random quanta from the rest of your quanta pool"
