The idea itself is OK, but pillars generate quanta before this permanent takes effect usually...

Just to be clear, it's destroyed when the effect doesn't take place, or just when a card cannot be drawn?  Also, would it be total quanta, or would it work if you have one in every pool?

Unless you plan out how many cards you play to keep the Efficiency going, it's not that useful. I think you're trying to make it perfectly efficient, but at the moment I think 2 | 3 quanta is cutting it a bit too thin. This means a Mark + Pillar is all you can make use of with this without destroying it.

i would completelly change the card effect and make it do this:

"at the end of your turn, if your  :gravity pool has less than 3 :gravity quanta, redirect up to 3 random quanta from the rest of your quanta pool"

It activates at the end of your turn, before your creatures attack.

When the effect doesn't take place. Total quanta.

Unless you plan out how many cards you play to keep the Efficiency going, it's not that useful. I think you're trying to make it perfectly efficient, but at the moment I think 2 | 3 quanta is cutting it a bit too thin. This means a Mark + Pillar is all you can make use of with this without destroying it.
Note that Efficiency costs 2 quanta to play, which means you need 6+ quanta and zero play-able creatures/permanents/spells for Efficiency to be destroyed in the first turn. Having it survive the first turn already gives you a +0, like Precognition, and a Gravity card can't be better at gaining hand advantage than a Time card.

i would completelly change the card effect and make it do this:

"at the end of your turn, if your  :gravity pool has less than 3 :gravity quanta, redirect up to 3 random quanta from the rest of your quanta pool"

People seem to think you'd be deliberately slow-playing your own quanta to use this. Silly notion. This would be an excellent tool against all the denial in Gold/Plat arena and PvP. Not as good as overpowering the denial deck's capacity with SoBe, but it's something. Definitely needs to remain immaterial.

Oh, btw, I realized I didn't comment on whether or not it stacks. Frankly, I've forgotten the thoughts I had on that implementation, so I'll leave it up to the public's discretion. Personally, I think it should stack, and I think stacking is already counter-balanced in that it's really difficult to have 4 empty spaces in your hand each turn AND less than 3 quanta (it's more likely you have 0 cards and a bunch of quanta or 7 cards and no quanta), and at the very worst it buffs the Mono-Gravity Rush with a diverse range of creature costs. However, if you think the card would be better if it didn't stack, then just imagine it so.
