not exactly sure how it would be pc, it functions to play a non earth permanent by using earth quanta.

Hmm.
This card and Astral Knowledge are well thought out, fit their elements and appear balanced within +/- 1quanta casting cost. It is at the minimum a Good suggestion and is a contender for greatness.

The only thing missing is whether the core suggestion of "card has its cost changed" is sufficiently beneficial to EtG.
Pro: It allows the addition of (off element permanents / off element aether spells) to (earth/aether) decks.
Con: It allows certain elemental cards to be cast using abnormal quanta.

Should  be able to create lunar events, floods or walls of fire?
Should  be able to create miracles, fire storms or mutations?
I do not know how such effects could be created from the type of quanta in question.

I think  is ok creating lunar events if you liken earth to being linked to the solid matter of the moon itself... after all the moon is made of rock / stone just like the earth... The earth definitely can create flooding... or at least tsunami's as in the trident card... I do see the point though, some things are trickier to justify... Such as wings... which is clearly an card, the polar opposite of .
Aether I think is a little easier to justify, at least for spells, since it has a thematic connection with the mind, the medium through which most spells must be channeled...

why should earth have eclipses, fire walls, etc? further along that line of questioning, why is a "eclipse" a permanent, it is an observation of a state in the alignment of ~3+ celestial bodies.  the general idea is that by and large, most permanents are considered objects/matter/solid, and the theme is that the clay is built to replicate the *structure* permanent and then function.

as far as aether being able to do miracles/mutations/etc, they are magic being copied (and subsequently replaced in your hand) by aether, and copying is firmly in aether's domain

debating it, creatures in my mind are a bit different than spells or permanents, especially with mitosis and adrenaline lurking in life.

Unlikely. Being a creature does not strongly correlate with being organic.
