Price-wise I think you need to reduce the cost a bit.
Consider that steal not only gives you a copy of the target permanent but also removes it from your enemy.
Granted, its a different niche, but I think creating a copy should be a little less expensive thant stealing in terms of cost balance.
While this card can indeed copy the owner's permanents, the list of potential targets is small. Mainly pillars... maybe UG or HG?
For copying enemy cards, weapons and shields makes sense, but not for the owner's weapon / shield (since you would basically just be burning this card).
When / if stacking shields / weapons become a thing (e.g. instead of replacing the shield or weapon the stack size increments) this will see a little more utility.
Until then, its cost is rather high for the effect in my opinion.

I could see using this in an SoV deck. That would yield a potential 12 SoV's.
Chewing down as much as 36 maximum health a turn is nothing to sneeze at... in arena decks you could get that as high as 72 max HP per turn.
