Just put in the notes that creatures this card has buried will unburry on the start of this card's owner's turn... that pretty much takes care of it I think.

Then you cannot bury your opponent's creature continually.
In your turn (And the last turn of unburrowing) it will be still buried and cannot be targeted.

What I meant was that any cards that lurker buries will unbury on the start of Lurker's owners turn when the time is up. E.g. they will be unburied and you can bury them again right away. That would effectively let you keep them continually buried.

That'll work.
BTW, in this option(which I prefer), only the owner of lurker can target him, and opponent cannot.
Is that be balanced?
