I think you mean 'Reign' of Chaos, as in chaos is ruling over everything.
Nah. Meant Rain of purpose.

Correct me if I'm wrong, but wouldn't Adrenaline be a beneficial effect?
To anyone suggesting more effects: I purposely chose only these stat buff effects and beneficial effects, since if I include stuff like adrenaline, I'm also forced to put in other stuff like butterfly effect, acceleration, mitosis, blahblahblah.

Is mutation possible? If it is, would it fall under harmful or beneficial?
Mutation isn't in the list of beneficial effects, and it's not an effect caused by chaos seed. Therefore, it's not even included.

To help understanding, I wrote down the list of effects in chaos seed.

make it use quanta each turn as flood maybe ?
Flooding is a card that's slightly favored to the user, since he/she usually prepares for the effect. Hence, although it affects both sides equally, it is more beneficial to the user and thus makes the upkeep reasonable. This card, however, literally affects both sides equally and neither player can clearly benefit from the effects. The card is going to be UP if there's an upkeep.
To fix this, perhaps it could take a random 3 or so quanta from each player? or 4 quanta between each player? That might mean that one turn you get -1  :water while your opponenet gets -2 :fire, -1 :death, etc.

I, for one, don;t think this card needs an upkeep to balance it.

While my initial reaction was to think "OP" as well, I've yet to come up with any situation this card would be reliably OP in. On rare occasion you might have an "OMG! hax!!!" moment, but I don't think there'd be any decks that would prove super strong.

On to deck concepts. The immortal/creatureless decks people keep mentioning would NOT work well. since you'd be buffing your opponents creatures just as often as you'd cc them there's no real benefit to using this card there.

The best deck I can come up with for this would be an :entropy / :darkness voodoo doll deck. If it cc's your voodoo doll it hurts the opponent, if it buffs the doll that hurts the opponent as well.

Yes, Entropy already has perfectly thematic mass CC in Pandemonium. I find this somewhat obsolete.

this would just replace Pandemonium by making it a permanent.. yes its more risky to have everything randomly effected but i agree with xenocidius and my original statement.
