I like the card idea, but i need an explanation.
The simplest way i see it being implemented is "Always if ATK is greater than 12, set it equal to 12. If ATK is changed, change HP by ATKinitial - ATKfinal"

Then add another line for the card with the same syntax, but for HP.
Although you still have to somehow add another line or reword the second line so that changing one stat doesn't trigger a chain reaction.

But, even so, that way wouldn't work for rage potion, because you increase the attack by five, (lowering the HP by five) and then lower the HP by five (increasing the ATK by five), which makes +10|-10, much different than the intended outcome.

So the only way to get around that is to add a line of code for every single form of stat manipulation, from Owl's Eye to Fire Bolts. Or have I overlooked something obvious?

It would work similar to Scarab.  Track the change to one stat over the course of the turn, invert the change, and apply it to the other.

And yes, this would cause Rage Potion to double it's effect, and probably kill it in the process.  So be careful.

Technically, if you have negative one attack, and 13 HP, it would total to 12.

lol's aside, cool card. What if I Rage pot it? Got the +5atk first thus -5hp and then the -5hp as damage? What if I HEAL it, instead of upping its max hp? (like I thunderbolt it, then heal it, so it goes 3|7--->8|2--->??)
You can put the max hp as 7, thus it can be upped (the hp), but not healed. If it goes down, however, heals would up the health and decrease the attack.

On Acceleration which occurs first (in general), the added attack or hp loss...
or will the resulting stats be the same if either one occurs first?
