It's not fast enough to be a blitz deck unless it gets a lucky draw, as fractals will often be played at far-less-than-optimal-efficiency, meaning it will be like Decay or Eternal Phoenix and use fractal with 2 open slots. Not to guarantee that the AI will even play ball lightning and fractal in the same turn at all, and if there are no ball lightnings it will waste it on a condor instead. Also like you said, most shields (fire buckler probably won't do much good, to name one of the otherwise better shields) will slow down this god enough to get more defense and healing out, as well as control.
Immolation + fire has been suggested, but I don't think this deck should splash in fire just because it needs some permanent control. It should work well enough as just death/aether or it shouldn't be a death/aether-based deck.
Edit:
Also, if it does just become a blitz deck, it may be too hard. FGs tend to be fast, but not so fast that they can't be stopped (though some gods do manage that occasionally). Player rush decks have a massive initial burst, but after that, they pretty much burn out. FG rush decks start manageable, but just keep adding damage until it becomes overwhelming, which is why anti-FG decks have some way to remove the damage through shields (RoL/Hope mostly), healing, and creature control (or just enough stall and quick damage to kill them before they kill you in the case of CCYB).
