I don't know; I think RoL/Hope is a crappy deck because it fails to a lot of FGs like this. Octane has Unstable Gas; instant death of all rays and the 20 damage gets by hope. Octane has Eagle Eye, sniping all your rays one by one. Octane has fire lance, bypassing hope. Octane has a LOT of explosions, so sancs and SoGs are toast. I thought it was Hermes that had Fire Buckler, but in any event, rays die in one attack to the buckler if Octane has it.
With my rainbow FG killer, I find one of the best things you can get against Octane is a protected pulverizer. Smash unstable gases and most of your troubles go away. A protected shield of some sort for the animated weapons, and you're probably good to go. Heck, I've even decked Octane with a protected shield+pulverizer, because his deck is pretty small.
I don't know, maybe if your RoL/Hope packed six Silences and you chained them on about turn 2 onwards, but RoL/Hope takes awhile to set up compared to a lot of decks, so even that would be tough. If Octane drew zero wind towers and didn't get fire buckler all game, you could win with rol/hope.
