Can false gods choose not to draw two cards per turn?

I was just playing Rainbow, who had three cards left. The next turn, I noticed he only had two cards left (like he had only drawn one card instead of two). I thought it was a fluke, but the next turn after that, he had one card left. I've never noticed this happening before - has anyone else ever had this happen?

He draws a second card only if his hand is not full after the first draw (full = 8 cards).
