Each week, the Curators will host a card design challenge with a certain theme or gimmick; for the rest of the week, your goal is to design the best card you can that works with the challenge! Once that week is up, a new weekly challenge will start and the current challenge will go into the Voting Phase! This week's challenge is to Make a card inhibited by sanctuary!Spoiler for Specific rules:
This card prevents your hand or quanta pool from being changed, both positively or negatively, whilst it's the opponent's turn. This card hoses almost all forms of quanta denial (Discord) as well as a few other things, such as nightmare.
All you have to do is make a card that does not work if sanctuary is out.
Please don't make cards that say "If sanctuary is out, [effect]".
Other than that, remember that the owner of the sanctuary is irrelevant - Like Solar Shield, your card can be inhibited by your own sanctuary.
Remember to not put art in your cards and don't submit more than one card. Submit the upgraded and unupgraded.

Spoiler for 2. Mass Desync (Clean0nion):
Mass Desync forces all quanta-producing cards (pillars, pendulums, RoL, Brimstone Eater etc) but
not cards like Immolation or Nova to take effect at the beginning of their respective opponent's turn rather than at the
end of their player's turn.
Localised Time Anomaly is exactly the same as Mass Desync, but only effects your opponent. If both players have a Localised Time Anomaly, the overall effect is the same as a single Mass Desync.
Multiple Mass Desyncs and Localised Time Anomalies do not stack, and have no effect other than making it more difficult for them to be destroyed with PC.

Drain calculation follows catapult scaling with 12 / 6 point cap instead of 100 point cap
E.g. unupped: Drain = (12 * x) / (12 +x) upped: Drain = (6 * x) / (6 + x) where x = total quanta scrambled.
(yeah I know, its a hybrid card... but it fit so well in either element I figured it should be and there is no rule saying it can't be )

| NOTES: | Yes, this is a milling card. Because of the way cards are drawn, the oldest card is the top one in hand.
If the opponent doesn't discard (in case they have sanctuary out or their hand is empty) the draw doesn't happen.
This has some fun combos with precognition, SoB, silence, fractal and nightmare, but can be countered simply by not holding cards and clever play (plus lobotomizing). To help balance the devastating mill effect a bunch of these could have I gave it only 2 HP.
