What Jonny is saying makes sense. The thunderstorm/death deck works most of the time (not sure what my record is, but I think I've only had 1 loss with it) but you have to play it correctly; you can't just drop stuff as you draw it and expect a good win rate. It takes more thinking and timing to do it properly, which is why I like this particular deck.
In 1.32, things will change a bit; thunderstorm will kill ruby dragons as well, but it will cost 1 more quanta, though that shouldn't really be a problem even in unupped. It might be worth considering using desiccation/dry spell, but the extra water quanta won't really be able to do anything other than ensure future desiccations are guaranteed playable. If someone can think of a use for suddenly pulling a couple dozen water quanta out of your ass with this deck, it might be worth taking into consideration, but I can't think of anything off the top of my head that doesn't hurt the rest of the efficiency of this deck.
