to make the cost balanced i think we never get the right cost^^
the cost of this card must be one  :entropy for every creature is affected
unupped=creatures enemy control-creatures you control
so 2 :entropy is fair because you have to have 2 creatures less than the opponent to get advantage of this card
upped=creatures enemy control+creatures you control
so  5:entropy means it is fair when enemy has three creatures and you have 2 creature

also not all effect are same powerfull to all creatures
a lighting is unuseful on a firefly queen while a lobo is devastating
a lobo is useless on a  :darkness dragon but a lightning kill him...

i believe it doesn't matter so much the cost and should be cheap as is because you have to work hard to get some advantage to this card! :-X

Since Pandemonium is a mass chaos seed spell, shouldnt the upgraded version be something like a mass chaos power spell?(at a higher cost)

After testing a bit, I would say that I feel its OP. At least the upped version. I think its too strong to an element that already have Antimatter and BE.

I have tested in the trainer and can say that the unupped one is not weaker than its upped version with only 2 cost.

It should affect all creatures. Every new card shouldn't be "as good or better" than an existing card.

We can add a different, less powered RoF and still add to the diversity and fun of the game.

thats not how all new cards are. Flood was a mass control card, but it has its own use. This card cold be as good as/Better than RoF, or it could be worse. It all completely depends on luck. Your opponent has 21  creatures with the stats 15/3 and this card may kill some of them, and it may not. In that case a RoF would be better to use. It isnt ALWAYS the betterf choice, and thats what makes it good.

I like the Idea of a antirush card, espicially since it costs less quantum than ROF. Un-upped it could be played on the first turn, and thats what makes it awesome.
