Chaos Seed is all about negative effects though...will this card utilize every effect in the game, negative and positive?

No, it's only negative.  Zanz also excluded really "expensive"/powerful effects like Antimatter and Aflatoxin from the list.

Well, it costs less than RoF, and it can do some pretty staggering things from time to time.  There's nothing like having an enemy field full of little creatures and Vultures, and haivng Pandemonium PU the Vultures and then murder everything else on the field. :)

It doesn't affect malignant cells...
There goes my only reason for using the card.
I think the upped version should target your opponent ONLY. Either that or it affects those damn malignant cells.
