We all know that chat guests are sometimes really pests or people login as guests just to nag people. They sometimes are rude, they often spam chat and as I said they really nag people. I really think guests should be disabled. Anyone who wants to chat about elements can make an account.

Why?

A lot of guests are nice really. There's always one or two noobs, but that's to be expected.
We should be fine if we just make a mute/ignore system.

I would venture to guess that 90% of the people in this community started on chat as a guest ... even if it was just for a few minutes. There's no reason to shut the door on a person who's learning what to do, or who's still deciding whether to join the community more fully. Definitely you're right that spammers can be annoying, but that can be remedied with some select chat-channel moderation.

I kinda agree with teffy and you EvaRia. I mean chat guests are sometimes really really nice I mean they dont do anything bad. But an example: a guest today on chat posted a link that was actually a hacked elements swf. So yes we should make that whenever a guests spams something simmilar that should be deleted right away and he should be banned. Also does chat have perma-ban??

i disagree with this mainly because i only recently got a membership because i did not have an email earlier, and as my little brother still does not have one, i want to keep chat the way it is.

It doesn't necessarily have to be a legit email. Just tell your brother to type something random. That will however makr password recovery etc. more difficult.

Also your brother needs to be 13 to join the chat. That's the real life law, not chat law.

As far as I'm aware there is no international law that says someone has to be at least 13 years old to enter a chat room.
There is a law in the US known as COPPA which restricts the amount of information we are allowed to hold on children under the age of 13. Since the servers are (presumably) based in the US and we have a large number of US users, it's easier to just ban under-13s in order to comply with the law.

By joining the forum you agree that you are 13 or over. If you are discovered to be younger, you are violating the TOS and will be banned. By creating this requirement we cover ourselves by taking "reasonable steps" to ensure we are not breaking the law.

We don't. However he is still breaking the TOS and if he is found out, then he will be banned.
