The next War Event is currently not scheduled to begin for probably a month yet - once it does begin players are chosen by the elemental masters (players who distinguish themselves in the Trials event) in an auction. Look for auction sign ups in about a month. In the mean time you can prepare to be selected for the war by increasing your card pool, entering touraments or other PvP Events, and hanging out regularly in chat.
