But assuming an average game, you might be a little short on quanta, at least :light.
I'd suggest removing the archangels, one dragon, adding a crusader or two and fill the rest with quanta, plus swapping the Air Pends to Light Pends, your mark + Pends gives you enough :air. Perhaps upping the Dragonflies, but that can screw up your draw.

unupped dragonfly is terrible, is basically an expensive pillar weak to creature control (there are a lot more creature control cards than permanent control cards in this game)

the 2 dragons only force u to use all pends and get short on  :air quanta that u need for eagle eye's ability

(it's really hard study the quanta balance on a so expensive deck like that require tons of 2 different quanta source every turn, even with something similar to what fabian did, because that scenario is supposed to be "happen" in the midgame or even lategame, in the early game play the first sader or eagle is really, really slow)

something like this should be a little bit better, if u bless a flying eagle the crusader that endow it will get the same buff
u don't have shields because there isn't space lol, your only hope is miracle against fast decks (u can still try -1 pends, -1 miracle, +2 fog shields or solar buckler)

if u upgrade your pillars everything will be faster (and u can probably go with 12 pillars/pends) but still, a deck that is forced to make a huge quanta split based on 5 quanta cost cards (crusader and eagle) that require even more quanta for the ability is really too expensive to be played with a decent winrate (against ai 3, bronze and silver with an half upped deck u should have AT LEAST a 70% winrate), and the pends steal deck slots for playing 5 animate weapon, 5 eyes and 5 crusader

for example, vader sader (http://elementscommunity.org/forum/trio-quartet/vader-sader-(vampiric-dagger-crusader-duo)/) doesn't have this problem, since the dagger doesn't have any ability, is cheaper and trade the creature control with the healing, which is almost the same thing, 3 damage aren't so much in this game, most creatures require 2 shots to be killed, require  5 :air + 3  :air + 3  :air and the turn to play eagle, turn for first shot, turn for second shot and then kill: 3 turns in this game is really a lot.

I have a few minor comments about Manuels post. This first one is not really a disagreement more of a "why is it like like?". Why do you have 4 flying weapons and 4 weapons to fly? Normally a deck like the one you showed uses one less flying weapon than weapons to fly because one weapon can stay in the weapons slot. Maybe you have your reasons I just couldn't help asking. The second thing might be a typo.

Eagles Eye shots cost 2 :air not 3 :air. Just a little mistake but I don't think it effects your end point. Maybe you mixed up how much air quantum it costs per shot with how much damage it deals per shot.

almost every flying weapon deck use the same number of weapons and aw, mostly for draw chance: 3 is a terrible number in a deck without draw power, (even if aw isn't a key card) locking your hand with eagle isn't nice

i typed the eagle eye's cost, but still, same concept

And of course, as a Water User I also want to make a Harribel-based deck.

I mean, I want to make a Shinigami deck, a Hollow deck, or a Human (Fulbringer) deck.
And of course, as a Water User I also want to make a Harribel-based deck.

I would personally go :water for water user, :fire for fire user, :air for air user and :earth (or maybe :gravity) for earth user. Moreover, I would go :darkness for Hollow, :light for Shinigami and :rainbow for Fullbringer.
