My main problem with this deck is that you have in my opinion, too much inconsistency.
First off, some cards don't seem to fit in the deck at all (all the bolts and the ice dragon).
Secondly, steam machine/fire spirit is generally fast. For a fast deck, you have (in my opinion) way too much creature control. By the time you'd get an opportunity to use all of them, you'd generally have won.
Thirdly, your quanta balance seems off. You're using more water quanta that you produce. Also, you're maybe producing too much fire (although with the quanta eating abilities, that may not be an issue)
So, changes i would do : remove bolts, ice dragon, ice shields, freezes.
Add a rage potion and a deflagration. The reason i think rage potion is superior to freeze in this deck is that you can use it on your steam machine to get a surprise boost in attack. For the deflag, i just prefer using three to increase chances of having one when you need it.
Finally, for quanta balance, -2 burning pillar + 2 fire pends - 1 water pillar is my suggestion. Depending on what you see when testing the deck, it might be tweakable.
