So bad that I made a parallel account to test fire starter decks, this is what I got after a few resets.

Cheap (affordable after a few PVP1 wins and electrum from quests ) and fast.
Maximum damage with a good draw: 15

I'll share some statistics after 100 games.

I guess a creature of a different element counts. I mean, we Water elementals can't even count Chrysaora decks as Mono because of the Death mark.

A) Pufferfish are upgraded. There is no truly effective unupped purely mono-Water.

B) No, they do not do the same thing. Chrysaoras ignore shields (Hello, Fire Buckler! Don't hurt me, I'm a pacifist!) and doesn't need to attack to poison. Huge difference. Chrysaora's summon cost is also cheaper, but requires death to poison.
