Ice Lance can do at most 96 damage in one turn, so I guess you need 4 Octopi to be alive and for there to be no shield in play? Probably not going to happen. Additionally, if you pack 2 Morning Glories you'll be able to kill without Lances and use some of 'em for CC/PC instead. 24 quanta is a bit much for a duo, so that's probably what I'd cut (pends for AI, perhaps not for PvP).

Besides PC and CC weakness, this deck is larger than necessary for both PvP and AI4. SoD's aren't bad, but not needed in a Water/Light stall. The other part that inflates the deck are the Octopi and Inundations. The former fail to CC and the latter to PC. Luckily you can Lance Pulvies, but you will probably only have the Lances to do so if you add the aforementioned MG's.

Consider Puffers along with the MG's to speed up your opponent's imminent death. For PvP it's probably smart to pack 1-2 Mirrors, but for AI I'd pack 3-4 Permafrosts. The deck can go down to 3-4 Octopi and be fine if it's smaller. If you have problems with PC, replace Sancs with the, in theory, previously removed SoD's. You'll likely want to speed the deck up more if you pick SoD's over Sancs.
