We will keep the main combo of Ball Lightning + Chaos Power and work around it. When it comes to speed, defensive cards and high cost cards do no help, but they add more control for what they lack in speed. So for now, let's toss the phase shields, quints, TUs, and electrocutors.
Fortunately, aether has phase recluse as a low-cost, high attack creature. You now have 12 cheap creatures that can do some heavy damage very fast.
With remaining 2 cards, I would recommend fractals as it can be very nice end-game card allowing you to spam up to 8 Ball Lightnings (40 damage) or if you have good quanta early, you can fractal your phase recluses and be able to play one every turn.
Playing with the above mods, I was consistently getting 7-turn wins with an occasional 6-turn win against AI3. This deck is pretty CC resistant because you have 12 creatures with an additional 2 fractals. However, it can have trouble with certain shields, especially dims.
Something to consider is to make turn it into a rainbow deck with CPs being powered by novas. This will allow you to avoid EQs/devs/discord, provide some PC with an explosion or 2, and provide fog/arse/vamp dagger. This might slow down the deck a little, but you will have much more control against a variety of decks.
